Bankruptcy Mills

I see signs in the median of the road advertising for Cheap bankruptcy filings. You call the number and they are out of state companies who are not lawyers trying to sucker people with $99 filings that turn out to be nothing more than filling out some forms and telling the person to file it on their own. The code enforcement guy who was pulling up their signs( illegal to put signs in the median or right of way here) told me that they hide behind several business names and they have a tough time giving them a ticket. Why can't the state regulate these companies the same way we lawyers are regulated?
